Yes, since the beginning I believe. (I take that back - since 2005)

but:

3 or more characters
No placenames allowed
No adult related (extremely vulgar)
No "keyword" domains related to the internet.

And, last, you need to be a resident, but domaindiscount24.net (and some others) will take care of it for you, but the reg fee is a lot higher.
