I quote from my other, now translated post:
"Since October 2003 Nic.se allow in addition to a-z, hyphen and the numbers 0-9 also the IDN signs å, ä, ö ü and é. That's it so far, and that's all we use in regular Swedish - but they have let us know that they might consider expanding the number of IDN-signs. When this will happen and what that means we have yet to see. But things are happening, although slowly, for instance in March 15 2006 they allowed purely numeral domains - which was new. We have to wait and see."
