here is my friend's translation:

From Nov 1, 2006-Jan 15, 2007, VNNIC will give priority registration Vietnamese domain level 2 under .VN free of charge for organizations (not personal) which already have traditional domains under .VN registered prior to December 31, 2006.

So for example, if I understand it correctly, since I own audio.vn I can reg audio.com.vn free...
