I don't think it is policy. There is a German IDN that is labelled as such.

As for the stigma, that is largely a creation of ASCII players who have promoted their own ends. They will soon feel pretty silly. Rick Latona has had the good grace to admit as much. Some of the others won't be as honest.

Also Stigmas don't really mean that much in commercial terms. Traditionally, in the Anglo-Saxon World there has been a Stigma about being Jewish. They still ended up being a hell of a lot richer on the whole than the rest of the populus.

Stigmas are the creation of short-sighted stupid people. Unfortunately, there is currently no shortage of those about, but things are changing.
