If they go with this Release Candidate that would seem reasonable, if not longer than necessary. The English Version has been out for 2 weeks and the others are almost indentical, but with different templates, which were all sorted more or less for Beta 3. Can't see it being long now.

According to MS, we have to wait for RC2. That will be the home stretch. I still say October....

I remember reading it on MSDN a while back. Not sure where. Someone expected two release candidates before final release. I think it depends on how bug-free RC1 turns out.

From April:

What’s next? Windows Vista Beta 2, and then Beta 3 of IE7, release candidates, and then a final release before end of year.

From August:

Depending on your feedback, we may post another release candidate. We’re still on track to ship the final IE7 release in the 4th calendar quarter.

Yes, they are reserving the right, but I think that is only in case they come up against a problem that cannot be fixed post release. Personally I think that was just preserving a potential fall back position, rather than a preferred strategy.
