I remember reading it on MSDN a while back. Not sure where. Someone expected two release candidates before final release. I think it depends on how bug-free RC1 turns out.

Yes, they are reserving the right, but I think that is only in case they come up against a problem that cannot be fixed post release. Personally I think that was just preserving a potential fall back position, rather than a preferred strategy.
