Note that a good percentage of these are IDN subdomains on ASCII.biz.

Yes, it would seem that the Japanese SEO Fraternity have been aware of the advantages of having Unicode URLs even if it has not been available at 1st and 2nd levels.

This would seem to indicate that they will need little convincing to switch to IDN.

This is what I have been reporting on for a month or so - Japanese SEO blogs are alight with discussion of how Japanese domain names and subdomains effect search engine results. Go look at .biz and see that almost everything quality is taken and see by whom.
