Default Importance of local search engines

I was going through some domains and stats today. I found a Polish domain with decent Google trends, good SERP, single word, that has been indexed on the first page of Google.com. Checking ND I was surprised to see very limited traffic - less than 1 visit per day.

Checking Google.pl, this domain is nowhere to be found. This is probably very obvious, but Google.com is not where we want to be indexed. It's all the various local search engines that will drive IDN traffic. Yandex (for now), Baidu, Yahoo.co.jp, Walla, Google.ccTLD.

Now I guess the main question is how do we put ourselves on the map with these SE. Many of them don't seem to be up to speed with IDNs. When searching for an IDN.com on Walla, it lists one result with the punycode. Yandex doesn't seem to list many (any?) IDNs at all. You would think these SE would be the frontrunners in IDN, but they seem very far behind.

I realized this also last night. Front page on Google.com, but not on the Google language I would like to be ranked high in. I have done a couple things to try to rank first, I will post results in 2-3 days, if there are any!

Do we have to set a meta tag language in order to get ranked in these other search engines for different countries/langauge? Like a French site, would they have to tell the spider that it is a french website in order to get higher serps in google.fr ??
