New Top-Level Domains - Working Paper
This will give you some idea of the interdependencies of introducing new gTLDs and IDN.IDN.
This is very much "Work in Progress" and has "No Official Status". You will very much get the impression that things have a long way to go, but it does give some indication of the direction.
