It is on : http://public.icann.org/dubaiagenda Writing Domain Names in different Arabic script based languages - Language vs. Script This is from Director, SaudiNIC, Abdulaziz Al Zoman For me this is a very clear description of several issues: the need for languages using Arabic script to be tied to one CCTLD. the use of 'invisible space ' unicode characters being very difficult to implement It is 60 pages but: page 8 explains Tashkeel (Diacritics) well. Page 9 explains Tatweel ( long horizontal line use ) page 10 explains Arabic character folding and Page 12 is a pitch for 'the invisible space' character , but basic recognition that the hypen or dash should be used. page 13 grid shows that the Saudi NIC recognizes that the dash or hypen is recommended for multiple word domains.
