I believe it's an abbreviation for United States and/or America.

The problem with domains with ״ is that this is not a character on the Hebrew keyboard. The Hebrew character is " which is not an allowed unicode string. And currently searching with ״ does not yield the same results at with ".

Well, I take back what I said about search. When searching on Google.co.il you actually get more results with ארה״ב than with ארה"ב. Not quite sure why that is. Probably not a bad domain after all.
